NMAETC - National Minority AIDS Education and Training Center

Infrastructure Management

The NMAETC Infrastructure Management module addresses three primary areas of clinical support, Clinical Information Systems (CIS), Financial Management (FM) and Organizational Development (OD). Based on years of research, NMAETC has determined that these areas represent the three most critical clinical support components essential to the delivery of consistent and efficient treatment regimens to patients.

Clinical Information System Services

NMAETC provides technical assistance and and training in key areas of Healthcare Support Systems for HIV/AIDS provider environments. Examples of the services provided are:

  • Local Area Network (LAN) Security Analysis uncovers possible breaches in implemented security measures
  • Patient Management System Implementation Recommendations identifies the best systems to consider when healthcare environments are planning to invest in a Electronic Patient Record system
  • Data Reporting provides a review of the current environment of data reporting requirements for Ryan White and other HIV/AIDS funding sources
  • HIPAA Security Training provides indepth training on the security measures that must be implemented when handling Electronic Patient Health Information
  • Data Backup Recommendations provides recommendations based on an analysis of existing and/or desired data storage and disaster recovery platforms

Financial Management Services

NMAETC designs capacity building interventions in the area of Financial Management Services to help increase the understanding of basic practices in financial management. These services have proven to be valuable in building the basic systems and practices needed within a healthy clinical operation such as:

  • Finance and Accounting tracks how well the clinic is performing, paying bills and collects revenue.
  • Reviewing Existing or Desired Financial Accounting Software assesses system capacity to provide comprehensive financial reports for audit and general operational purposes in a secure environment.
  • Review of Financial Statements provides a snapshot of the general financial condition of the clinic.
  • Preparing for an Audit trains clients to handle an anticipated internal or external audit by providing guidelines in audit procedures and record preparation.

Organizational Development

Clinical environments sometimes lack the proper internal structure with respect to patient traffic management, board development/governance and effective management structure. When NMAETC addresses a clinic’s general operational management issues, we examine the activities a clinic may have implemented that affect their ability to deliver excellent care. All clinics perform three main functions that are paramount to their survival. They are:

  1. Marketing, which generates demand or fulfills patient needs
  2. Production/Operation, which provides patient treatment and services
  3. Finance and Accounting, which tracks how well the clinic is performing, paying bills and collects revenue.

Within the above areas, the following services/trainings are available:

  • Staff performance and evaluation
  • Developing Clear and Concise Job Descriptions
  • Developing Clear and Concise Personnel and Operational Methods and Procedures
  • Developing Sound Financial Methods and Procedures
  • Effective Board of Director Governance
  • Effective Social Marketing Methods
  • Governance/Leadership Practices
